1,000 years ago, blue kobolds found a holy cave that was overseen by a cabal of great druids. ([[Gatekeepers]])

The druids protected blue dragon scales.  These sacred artifacts are protected now by the kobolds.

They can also use the blue scales to create the blue guard drakes.
